Urban Design Guidelines for Fairfax County Revitalization Districts and Areas

Fairfax County is modernizing its urban design guidelines (Guidelines) for its Commercial Revitalization Districts (CRDs) and Areas (CRAs). The Guidelines will provide more detailed urban design and streetscape information to complement each area’s existing Comprehensive Plan and will apply to development proposals for all properties located within the boundaries of the CRDs and CRAs. They are intended to be used by citizens, developers, land owners, designers, Fairfax County staff, the Fairfax County Planning Commission, and the Board of Supervisors when either proposing, designing or reviewing development proposals in these areas.

Project Highlights:
To improve the appearance, sense of place and walkability of the CRDs and CRAs, the County is updating Urban Design Guidelines. The Guidelines are comprised of two volumes:

  • Volume I: Urban Design Guidelines for Revitalization Districts and Area:
  • includes urban design best practices for the design of street and streetscapes, parks, trees and landscaping, parking, and exterior building features that apply holistically to all CRDs and CRAs (except Lake Anne).
  • Volume II: District Design Guidelines:
  • includes specific dimensions and treatments for the design of each street in the CRD, open space features, lighting, furnishings, and other details. Each CRD and CRA will have a customized set of Volume II District Design Guidelines.

    Volume I Schedule

    • The Volume I document will be available in early June 2018.
    • Community meetings and feedback will be captured during the months of June and July 2018.
    • The final document will be posted in August 2018.
    • The final document is anticipated to be considered for endorsement by for the Board of Supervisors in the fall of 2018.

    Fairfax County is interested in your feedback on Volume I of the Urban Design Guidelines:
    • Contact JoAnne Fiebe, Program Manager at the Office of Community Revitalization at revitalization@fairfaxcounty.gov or by calling 703-324-9300.
    • Community meetings on Volume I of the Guidelines will be held during the months of June and July 2018 in the affected areas. Dates will be posted here as they are available.
    • A survey to capture input on Volume I will be available when the document is released in early June and will close on July 31, 2018.

    Approaches to Updating or Creating New Volume II: District Design Guidelines for Revitalization Districts and Areas

    • Annandale – The existing Annandale Urban Design Guidelines will be reformatted along with minor updates to the content to create the Volume II.
    • Baileys Crossroads and Seven Corners – The creation of Volume II: District Design Guidelines for Baileys Crossroads and Seven Corners is underway. Please check the Baileys Crossroads webpage for more information.
    • McLean – The existing McLean Central Business Center Open Space Design Standards will be updated following the conclusion of the Comprehensive Planning Study currently underway.
    • Merrifield – The existing Merrifield Streetscape Guidelines will be reformatted along with minor updates to the content.
    • Springfield – The Springfield Connectivity Study completed in 2009, will be used as the basis for the creation of new district design guidelines in Springfield.
